General Assembly First Committee

Nouran El Naggar, President

Yahia Hamdy, Chair

Since 1945, the First General Assembly, or the Disarmament and International Security Committee, has been adamantly mitigating threats to peace and seeking solutions to secure global security. This mandate has remained vital in a world where threats continue to evolve in complexity and scale. The theme for this year’s HIAMUN conference is ‘Resonance’, which refers to how certain actions can have lasting ripple effects across borders, societies, and generations. GA1’s pursuit of disarmament and international security embodies this very idea—its initiatives can provoke far-reaching impacts that influence global policies and affairs for decades.

My esteemed chair, Yahia Hamdy, and I have carefully selected topics that reflect pressing global threats yet have the potential to spark heated debates and innovative resolutions. The first topic, “Implementing a framework to address the use of intrusive surveillance technology in conflict zones”, tackles the growing concern over civilian privacy and security that these technologies pose. The second topic, “Addressing the security risks of hypersonic weapons”, confronts the urgency that hypersonic weapons present in reshaping modern warfare and challenging existing security frameworks. Furthermore, the final topic, “The Question of Civilian Access to Small Arms and Light Weapons (SALW)”, addresses the effect of the increasing proliferation of these weapons on civilian life.

These topics represent time-sensitive issues, all with the potential to ignite everlasting global change. They not only align with this year’s theme but personify it—each with the power to resonate globally and leave a lasting mark on diplomacy, security, and human lives.

Yahia and I are honored to be chairing this prestigious forum and are excited to witness the heated debates and innovative solutions that arise from the topics at hand. We're looking forward to an impactful conference—welcome to GA1!
